Chodesh Elul tov! !חדש אֱלוּל טוב

Today is the first day of the Hebrew month of Elul (אֱלוּל), and the second day of Rosh Chodesh. This is part 2 of an occasional series.

For any curious readers, those acronyms are:

ו וּמָל יְהוָה אֱלֹהֶיךָ אֶת-לְבָבְךָ, וְאֶת-לְבַב זַרְעֶךָ: לְאַהֲבָה אֶת-יְהוָה אֱלֹהֶיךָ, בְּכָל-לְבָבְךָ וּבְכָל-נַפְשְׁךָ--לְמַעַן חַיֶּיךָ.
6 And the LORD thy God will circumcise thy heart, and the heart of thy seed, to love the LORD thy God with all thy heart, and with all thy soul, that thou mayest live.

So the acronym there is "אֶת-לְבָבְךָ, וְאֶת-לְבַב" or "thy heart, and the heart of thy seed"? Kinda' random. What's the proported connection between that verse and the month of Elul?

And Exodus 21:13:

יג וַאֲשֶׁר לֹא צָדָה, וְהָאֱלֹהִים אִנָּה לְיָדוֹ--וְשַׂמְתִּי לְךָ מָקוֹם, אֲשֶׁר יָנוּס שָׁמָּה.
13 And if a man lie not in wait, but God cause it to come to hand; then I will appoint thee a place whither he may flee.

So the acronym there is "אִנָּה לְיָדוֹ--וְשַׂמְתִּי לְךָ" or "cause it to come to hand; then I will appoint thee"? This one seems even more random, and I wonder about the connection to Elul.
